Add Cloud Service Survey entry to the feedback popover

Description Add a new entry to the existing feedback popover in the Kyma Dashboard for the Cloud Service Survey. The entry should be visible to internal users only. Design details are in the Figma spec linked below.

Reasons UX and PM are running a generative research initiative to understand which Cloud Provider services internal SAP LOBs need via the Cloud Manager module. The dashboard popover is the primary in-product channel to reach internal users and drive sign-ups.

Acceptance Criteria

• New entry appears in the feedback popover for internal users only
• CTA opens the signup form in a new tab
• Entry does not appear for external users
