There is no unit tests for pkg/kubelet/remote. We should add a fake runtime and add unit tests for the package.

The issue requests unit tests for pkg/kubelet/remote. A fake runtime has already been added via PR #49762, which should be used as a foundation. Check the current state of the pkg/kubelet/remote directory for existing code, and look at how other packages in the kubelet tree implement unit tests using fake runtimes. The tests should cover the remote runtime interface and its interactions. No linked PRs are open for this issue; the checklist shows the first item completed and the second pending.
