Description If @ManagedAttribute is put on a setter method, the processing of the annotation gets confused. See #7513 and comment https://github.com/eclipse/jetty.project/pull/7532#issuecomment-1029561508.

Investigate the behavior of @ManagedAttribute on setter methods. Review issue #7513 and the comment in PR #7532 (https://github.com/eclipse/jetty.project/pull/7532#issuecomment 1029561508) for context. Look at the annotation processing code in Jetty's source to understand how getter and setter annotations are handled. Propose a fix to correctly process setter annotations.
