To add Emojicode support, first study existing language definitions in https://github.com/github linguist/linguist/blob/main/lib/linguist/languages.yml. Understand the format for name, extensions, and color. Since no grammar is provided, you'll need to create a syntax highlighting grammar (e.g., via TextMate) or coordinate with the community.
