Also all PRs are required to have the labels PR, and one from major, minor or patch.

The info could go to MAINTAINERS.md file so we don't forget.

Create a MAINTAINERS.md file in the repository root outlining that all PRs must have labels 'PR' and one of 'major', 'minor', or 'patch'. Ensure the file follows the repository's existing documentation style.
