[BUG] [DBRX] U2M Oauth error

Describe the bug

Databricks user using U2M Oauth (i.e. specifying auth_type: oauth without a client_id and client_secret) is getting the below error

Port 8020 was in use, using port 8021 instead
listen tcp :8021: bind: address already in use (SQLSTATE: HY000)
