Description of the feature request:
Today on build failures when using sandboxing, Bazel prints a message similar to Use --sandbox_debug to see verbose messages from the sandbox and retain the sandbox build root for debugging.
Make it so --ui_event_filters can be used to suppress this message.

What underlying problem are you trying to solve with this feature?
For many "non-build" engineers interacting with Bazel, --sandbox_debug is almost certainly not the reccomened workflow to understand a build failure, because the build failure is likely due to an error at the "application" level rather than than due to an issue with Bazel sandboxing. Today, we see engineers frequently being mislead by this help text and it would be nice to be able to easily suppress it using --ui_event_filters or similar.
