ADQL translator should support `.query` as well as DNF

Feature request

At present, the conditional clauses in a WHERE statement in ADQL are translated into lists of lists in the style that filters= wants (DNF). However, the .query() function is more general and would be able to handle more arbitrary mathematical expressions. We may to choose .query() in some cases or even all cases. The virtue of DNF is that over slow links, the expressions in filters= can be evaluated on the server side and don't become part of the Dask task graph.
