Describe what happened (or what feature you want)

Implement Sentinel in Rust, including basic statistic and flow control functionalities. Some expected features:

  • Basic statistic structure (sliding window that can achieve high concurrency and accuracy)
  • Rate limiting (based on sliding window, token bucket or leaky bucket algorithm)
  • Circuit breaking
  • Metrics interface that can pump real-time metrics to outside consumer
  • Embedded API server (HTTP-based)

調査方針
This is an RFC for a full Rust port of Sentinel. A first step would be to study the existing Java implementation (especially the sliding window and flow control modules) to understand the requirements. Then, design and implement basic statistic structures with high concurrency support. The research should focus on evaluating Rust's concurrency primitives (e.g., Arc, Mutex, crossbeam) for the sliding window. Note that this is a large, open ended feature; contributors should seek maintainer guidance on scope and incremental milestones.
