説明

Use case: select all the construction lanes around the West Seattle bridge. Right now, easiest way is the bulk edit paint tool, but it's hard to grab everything in an area. Drawing a polygon and matching everything inside would be nicer. There's a Lasso tool in devtools/story.rs that we could generalize.
