Issue Description

The brig windoors on NSS Kerberos is accessable to everyone, even with people without an ID

What did you expect to happen?

I expected it to be only Sec access

What happened instead?

The windoor opened to me without needing my ID

Why is this bad/What are the consequences?

People can enter brig without authorization EASILY, it is free access and is near the armoury

Steps to reproduce the issue.

Enter NSS Kerberos, go to the security maints near the gulag shuttle, then crawl into it

When did the problem start happening?

I discovered it not long ago, but I think it was there since the creation of the map
