Pagination in Resources Files

Current Behavior

When a resource item has more than 18 file, they're paginated and neither show up in the UI (as files view does not support pagination) nor when downloading the ZIP file of the resource.

Here's an example: https://psutarchive.com/courses/20333?tab=note&res=1232 (2025 Fall Notes), this resource is supposed to contain 26 files, but only 18 are shown and downloaded.

Expected Behavior

• For viewing the files, either show all the files or add pagination support to the files view
• For downloading the files, all the files should be included in the downloaded bundle
