This is discussed with @Kenneth MacKenzie and considered safe.

Add also a quickcheck that (decodeUtf8 . encodeUtf8) == id to exclude the case of “missing replicating a bug” in the original unoptimized code.

Examine existing rewrite rules in the Plutus compiler, e.g., in PlutusCore/src/PlutusCore/RewriteRules.hs. Understand the EncodeU8 and DecodeU8 functions, likely in PlutusCore/src/PlutusCore/Builtins.hs.
