The toolbar breaks when changing the browser layout

What happened?

When changing the browser layout, the panel of pinned extensions breaks its appearance

Expected behavior

The browser layout will change to the one it was before

Actual behavior

The pinned extensions panel is broken

Steps to reproduce

1. Open browser settings
2. In the "Look and Feel" tab, click on "Only Sidebar"
3. Click on the "Sidebar and Top Toolbar"
