[Bug] Xamarin RotateTo is not rotating from center ( images or views ) on UWP

Description

I am trying to rotate images and views, and I've tried most of I've been figuring to fix the issue without luck.

On Android images and views are rotating properly from the center, but on UWP there's a displacement and it's just at center each 4 rotations. Then things like spinners are rendering really ugly.

Steps to Reproduce

  1. RotateTo to a view or image to get 360 rotation.
  2. In UWP you'll see that the rotation centre is moving and it's not rotating from an stable point.

Expected Behavior

Rotate from the center.

Rotation centre is moving and it's not rotating from an stable point

Basic Information

  • Version with issue: 4.2.0.709249
  • Last known good version: Not sure, I haven't seeing it working.
  • IDE: Visual Studio 2019
  • Platform Target Frameworks:
    • Android: 9.0
    • UWP: 16299

See that while rotate, at left you'll see the squares aren't matching, just one time of each 4-5 rotations. On Android this is not happening.

Sample project reproducing the issue.

Check at left side of both squares, if they were rotating over the same center then on each rotation they'll get completely overlapped.

But what's happening is, instead of that, you'll see that a line of of blue marine is getting shown in all spins. And each 4-5 spins they are completely overlapped.

If instead of rotating squares you try with a circle for a spinner; you'll see an effect like a deflated tire..

This is happening on UWP, on Android works properly.
