[Bug] [iOS] Listview Scrolling does not work when implementing PullAndSwipe gesture

Description

Listview does not scroll when PullAndSwipe gesture is implemented

Steps to Reproduce

1. Run the attached app. Attempt to scroll the list. It does not scroll. Attempt to swipe an item, it does swipe.
2. Edit NotificationListPage.xaml. Remove the PullAndSwipe GestureRecognizer on the StackLayout (lines 86-90)
3. Run the app again. Now the listview will scroll.
4. Replace the Gesture and run against Android. The list scrolls and the swipe gesture works.

Expected Behavior

The listview should scroll as it does in Android.

Actual Behavior

The listview does not scroll
