[Material] Activity Indicators currently don't render correctly for API < 21

Description

When using an Activity Indicator with a Background Color the Background Circle doesn't render at the correct size

The functional target for Material is to work on API > 21 so this is low priority right now

Steps to Reproduce

Expected Behavior

It should look the same on API 19, API 23 and API 28

Actual Behavior

Doesn't look the same
