Seed the database with system default security questions

Description: Implement logic to populate the database with a predefined set of security questions during application initialization. This ensures that users can select from a consistent, validated list when setting up their accounts.

User Story: As a developer, I want the system to seed default security questions into the database, So that users can choose from them during account setup or security configuration

Acceptance Criteria:

• A seed script exists that populates a security_questions table with a default list of questions
• The script avoids inserting duplicates if run multiple times

Testing Requirements:

• Unit Tests: Verify questions are seeded correctly and only once
• Integration Tests: N/A

• Suggested questions might include:
  • What was your childhood nickname?
  • In what city did your parents meet?
  • What was the name of your first pet?
• The seeding should run automatically on server startup or be triggered via a CLI/script
