Current behaviour

The bulk action button is not visible, unless I select changesets. Effectively, the user is not aware of bulk actions until they select changesets.

There is a pathological version of this for merge documented in #22220

Proposed behaviour

  • likely: make sure the bulk action button is visible
  • likely: make sure the "Action" filter on the preview page has a distinct name from the "action" button. We discussed using "on apply" wording to make it clear to users that the action is performed on apply.
