Places: Provide freely available terrain data to display all maps in 3D · photoprism/photoprism#3456

While the functionality to [display maps in 3D](https://github.com/photoprism/photoprism/issues/3455) is freely available as such, we currently only have commercial terrain data available and therefore **welcome contributions** so that we can later offer this to all users, e.g. in combination with our new [high-resolution vector map](https://github.com/photoprism/photoprism/issues/2998#issuecomment-1575607476). With a little research and the right tools, you should be able to create webp [terrain-rgb](https://documentation.maptiler.com/hc/en-us/articles/4405444055313-RGB-Terrain-by-MapTiler) tiles that we can then put on our CDN.
