validator : add building_passage and coverd "fix in one clic" for highway crossing building

in the same kind as "add a bridge" or "add a tunnel" for highway-highway crossing, it would be convenient to have a link in the validator to add the 2 common nodes, cut the highway in 3 and add the tag building_passtage or covered=yes on the middle part of the highway
