Description

I think this feature in Rapid https://github.com/facebook/Rapid/issues/1260 will help a lot to clean up the tagging of crossing ways vs. crossing nodes. So I think it is worth porting to iD.

https://github.com/facebook/Rapid/issues/1260#issuecomment-2041070226 suggest the code should be similar enough to be portable.

One thing we might want to wait for is https://github.com/facebook/Rapid/issues/1367 so the feature has a better UX in general.
