Description of the new feature / enhancement

For the program plugin we added localization now.

For the indexer plugin I tried this too in the PR #23665. But the implementation I used don't work as expected. The indexed data are translated in the language the OS was installed. (See this comment: https://github.com/microsoft/PowerToys/pull/23665#issuecomment-1429738982)

The localization feature should have the following features:

  • Search in englisch and OS locale.
  • Show the file names in OS locale.
  • Show the file paths in OS locale.

Scenario when this would be used?

The explorer shows the translated names of the folders.
