Update blob_trigger function to archive uploaded file out of 'upload' container

Minimal steps to reproduce

1. Put document in 'upload' container in storage account for upload.
2. blog_trigger function will run and trigger the Kernel Memory upload pipeline into AI Search.
3. restart function
4. Note that any documents still in upload are reprocessed

Any log messages given by the failure

Expected/desired behavior

After successful completion of the Kernel Memory upload pipeline (or failure), documents processed should be moved out of the upload folder (consider separate archive containers for success vs failure).
