Hello, I created a TTS engine that allows you to use Microsoft Azure and Windows Onecore voices on Linux, but I can't write a Speech Dispatcher module for it because I don't know C++ at all. My engine can be downloaded from here: https://github.com/Smit-TV/NeuralVoicesLinux . I hope you can do this. Happy New Year!
