Error message when creating a proposal to change the BTC maker fee needs units.

Steps to reproduce

  1. Go to Governance->Make Proposal->Proposal For Changing a parameter
  2. Select BTC maker fee
  3. input 0
  4. see error message

Expected behaviour

Value in label (BTC) matches value in error

Actual behaviour

Value in label (.0010 BTC) does not match 546 (satoshis?)
