Describe the bug

Sometimes in Codecov Report, coverage will decrease even change non .java file.

To Reproduce

Change an index.html like https://github.com/apolloconfig/apollo/pull/4908

Expected behavior Coverage of project should be same as previous commit.

Look at the Codecov YAML file and the GitHub Actions workflow to understand why coverage changes when non Java files are modified. Check the PR #4908 for context and consider adjusting the Codecov settings to ignore coverage changes for non source files.
