[people.pl] does not seem to reop when bot was not opped yet when seeing the join

Description

people.pl script tries to op people only when they join. If he fails to do it because he himself did not had +o at that time, he does not try it later once he gets +o himself.

Expected outcome:

when ever the bot is opped, it should look again at all nicks, is there anyone he would like to op, and if yes then he should op them.

Research direction
Examine the people.pl script in the irssi/scripts.irssi.org repository. Locate the join handler that currently attempts to op users. Identify how the bot receives mode change events (e.g., when it gets +o). Add a new handler for mode changes that, when the bot is opped, iterates over all current channel users and applies the same op logic as in the join handler. Ensure the fix does not cause duplicate ops. Test the script in an IRC environment.
