Cannot get CopyQ to consistently open in current workspace

Describe the bug

I have mentioned this issue before in #2064 . Another similar issue is #1886

I am using Herbstluftwm window manager

When I use the keybind hc keybind $Mod-q spawn copyq toggle to toggle copyq from any workspace/tag, it only appears in the workspace/tag from where it was called the first time.

Say I started copyq from workspace 3. Then I move to workspace 4. Toggle copyq, then it still appears in workspace 3.

However, this behaviour is not shown when I have a tray software open like stalonetray

I use env COPYQ_LOG_LEVEL=DEBUG copyq to run copyq

To Reproduce

1. Toggle copyq in a workspace
2. Hide it
3. Toggle copyq in another workspace
4. copyq still opens in the workspace used in step `

Expected behavior copyq should always appear in the current workspace
