Why do you need it?

I need to manage the traffic of multiple clusters with one gateway

How could it be?

The service source of K8s can be added, just like the MSE gateway

Study the existing gateway codebase to understand how it handles a single Kubernetes cluster. Then design an extension to support multiple clusters by adding a mapping between gateway and cluster endpoints. Look at MSE gateway for inspiration.
