Research direction

Start with .github/workflows/java-codegen-fix.md and the debugging guidance in debug.md or .github/skills/agentic-workflows/SKILL.md. Reproduce the dependency installation failure in java/scripts/codegen and nodejs, then verify that code generation can run and that the Java build completes with mvn verify. Done means the workflow no longer reports missing tools or an incomplete result.

Workflow Failure

Workflow: Java Codegen Agentic Fix
Branch: main
Run: https://github.com/github/copilot-sdk/actions/runs/33902088004

[!WARNING]
Missing Tools Reported: The agent reported missing tools during execution.

Missing Tools:

  • npm registry access (registry.npmjs.org): Network egress in this sandbox is restricted via a Squid proxy that returns 403 Forbidden for all requests to registry.npmjs.org (confirmed via curl and npm ci/npm view for multiple packages, including unrelated ones like lodash). Without registry access,

Alternatives:

Tool Alternative
npm registry access (registry.npmjs.org) Re-run this workflow in an environment where registry.npmjs.org (and other npm registry mirrors) are allow-listed in the network/firewall policy, or pre-populate node_modules for java/scripts/codegen and nodejs via an internal package mirror/cache before invoking this workflow.

[!WARNING]
Task Could Not Be Completed: The agent reported that the task could not be performed due to an infrastructure or tool failure.

Reasons:

  • Cannot fix Java codegen/build failures for PR #2438 because npm registry access (registry.npmjs.org) is blocked by the sandbox's egress firewall (Squid proxy returns 403 Forbidden for all npm registry requests), preventing npm ci in both java/scripts/codegen and nodejs from installing dependencies (including tsx, needed to run the code generator). Without dependencies installed, the codegen script cannot fetch schemas or regenerate Java types, and mvn verify was never attempted since the generated sources could not be produced/verified as up to date.

    Steps taken:

  1. Checked out branch agents/managed-settings-clear-cache successfully (git fetch/checkout worked, git+github network access via proxy is allowed).
  2. Verified JDK 25 available at /usr/lib/jvm/temurin-25-jdk-amd64, Maven 3.9.16, Node v22.23.2 present.
  3. Ran cd java/scripts/codegen && npm ci — failed with:
    `npm error code E403 / 403 Forbidden - GET (registry.npmjs.org/redacted)
  4. Retried npm ci — same 403 error, consistently reproducible.
  5. Searched filesystem for any pre-cached node_modules, tsx binary, or tarball anywhere on disk — none found.
  6. Tried cd nodejs && npm ci — same registry access issue (process appeared hung/slow retrying against the proxy; killed after ~3 minutes with no progress, npm cache also empty).
  7. Verified with curl directly: (registry.npmjs.org/redacted) via the configured HTTPS_PROXY ((172.30.0.10/redacted) returns HTTP/1.1 403 Forbiddenfrom Squid withX-Squid-Error: ERR_ACCESS_DENIED`.
  8. Confirmed the block is registry-wide, not package-specific: npm view lodash version also returned 403.
  9. Confirmed github.com and api.github.com ARE reachable through the proxy (200 OK), so only the npm registry domain appears to be excluded from the allow-list.

No source files were modified. No commits were made. No push was attempted, since the fix could not even be started (codegen dependencies unavailable).

Recommendation: allow registry.npmjs.org (or an internal npm mirror) through the firewall for this workflow, or provide a pre-vendored node_modules cache for java/scripts/codegen and nodejs so npm ci can run offline.

This is a structured incompletion signal (report_incomplete), not a real task outcome. Any other safe outputs emitted alongside this signal (e.g., comments) describe the failure state, not a completed review or action.

Action Required

Assign this issue to an agent to debug and fix the issue.

Debug with any coding agent

Use this prompt with any coding agent (GitHub Copilot, Claude, Gemini, etc.):

Debug the agentic workflow failure using https://raw.githubusercontent.com/github/gh-aw/main/debug.md

The failed workflow run is at https://github.com/github/copilot-sdk/actions/runs/33902088004
Manually invoke the agent

Debug this workflow failure using your favorite Agent CLI and the agentic-workflows prompt.

[!TIP]

Stop reporting this workflow as a failure

To stop a workflow from creating failure issues, set report-failure-as-issue: false in its frontmatter:
