Research direction
Trace the existing age-key discovery entry point, especially how keys are loaded from the user's home directory. Add support for /etc/sops/age/keys.txt while retaining the existing lookup, then verify that both locations behave as expected in the relevant tests.

Description
In addition to the user's home directory, sops should look for age keys on the root-level: /etc/sops/age/keys.txt.
This is useful if you want your age keys to be owned by root instead of the user.
