Rework the materials management

The materials management system should allow the staff to add new material types in the admin panel. These types of materials should then be marked as "offered" by libraries and then their respective total and available quantities should be tracked.

I propose that the frontend serves as an availability and loan tracker, since the materials are all checked out at the front-desk with the swipe of the FSU card. The vision I have in mind (and this is completely up to debate and is absolutely not concrete) is that we:

• Display the available quantity for each material type at a library (here is what FSU currently has)
• Display the current material loans and the time left to use the material for the user (imo check-outs should be done by the staff through the admin panel, no requests, no nothing, just admin panel, since that's what happens with checkouts right now and I think it should stay that way)
• If possible it would be nice to get email reminders about loans running out soon (already happens, but could be cool to implement ourselves)
• If possible it would also be nice to request an email notification about a material becoming available at a library (certain materials like cameras are sometimes at a shortage and are not readily available. The current way students are informed about availability is via a sticky note on the librarians desk. If they are nice enough they call the students to let them know, but it's definitely not protocol)
