Description

If we wrap our beautiful blueprint-styled form elements with <fieldset> , it sticks out like a sore thumb.

Looking through the BP docs I don't see any CSS references for <fieldset> or <legend> elements, so I gather blueprint's CSS doesn't actually define anything for such elements.

So this is a request to give us a default fieldset/legend CSS class out of the box that we can use.

Examine the existing CSS stylesheet in Blueprint (likely in packages/blueprintjs/css) to understand the class naming conventions and styling patterns. Then add a new CSS class for fieldset and legend elements that provides default styling consistent with the Blueprint design system. Ensure compatibility with other form elements and test across supported browsers. The issue does not include a linked PR, so no prior work to reference.
