Brainstorminggood first issue

Description

The good first issue label has been attracting a number of slop PRs. We've been removing the label from issues recently and not adding the label to new issues. This seems to have reduced the amount of slop. Given that the label no longer is working as intended, I think it should be removed.

Similarly, there is the good first issue template which automatically applies the label. This template is supposed to only be used by regular contributors, but of the 6 non-spam good first issues opened since the beginning of 2025, only 2 were created by regular contributors. I think that given this misuse, it should be removed.
