When using the files attr in archive_override to override the MODULE.bazel, bazel crashes.

FATAL: bazel crashed due to an internal error. Printing stack trace:

release 9.1.0- (@non-git)

I use NixOS to build 9.1.0

What's the output of git remote get-url origin; git rev-parse HEAD ?

If this is a regression, please try to identify the Bazel commit where the bug was introduced with bazelisk --bisect.

I can confirm that this didn't happen in Bazel 8.5.0
