Cupertino Time picker hour plural label should fade in and out

Description

Right now on the plural 's' pops in and out when you scroll past 1 when selecting hours with the Cupertino time picker. It should instead fade to 'hour' or to 'hours' after drag up when scrolling the hour dial.
