Description

This issue is unclear to me. The implementation for String.protoype.toLocaleLower, etc. take a parameter that specify locales and calls serialize() on it before deferring to the underlying implementation to perform the actual transformation. There is a TODO comment that says that only serializable locales should be serialized.

If the ECMA-402 specification is familiar to you, please help.
