Research direction

Read the linked concept-exercise and F# implementation guides first, then compare the existing exercises listed in languages/fsharp/exercises/concept/README.md and the numbers .meta/design.md and .meta/config.json files. Define the overflows exercise around the stated objectives and prerequisites, following the repository’s exercise structure. Done means the exercise is implemented and validated without representer or analyzer changes.
