Description

Seems pretty broken when run on CLI:

./ci/run_envoy_docker.sh './ci/do_ci.sh bazel.fuzz'

ERROR: Error while parsing 'attr('tags','fuzzer',//test/... @com_github_google_quiche//:ci_tests)': syntax error at '@com_github_google_quiche//:ci_tests )'

I think we should be validating that the local fuzz flows continue to work in CI. I noticed this when working manually through the instructions at https://github.com/envoyproxy/envoy/tree/main/test/fuzz#running-fuzz-tests-locally.
