Description

Title: Support developer tools on Windows

Description:

It is quite likely that currently I am the only person developing Envoy only on Windows but there are core parts of the developer tooling that don't work on Windows:

  • proto_format.sh to support output_base for long paths
  • ./docs/build.sh to build docs on Windows
  • pre-submit format tools

Alternative solution is to use WSL2 and invoke all these from a linux subsystem.
