Description

We need i18n support for the Rust side of the client!

We previously had a spike in this direction over at https://github.com/entropic-dev/dstopic/pull/2, but since the main CLI was going to be node-based, we decided to drop that work for now. Well, it turns out we changed our minds about what the primary CLI is, so it seems like it's time to revive this and hack it into ds.

Hopefully someone is interested in picking this one up!
