Kibana version: Seen in 9.1 (and earlier) Elastic Cloud

Describe the bug: Usability. Low priority.

If there is no news, we should not expect a user to contact their administrator in order to disable the News menu icon.

Are there ways to auto-disable this? Or maybe only show the menu icon if news items exist.

Search for the newsfeed menu component in the Kibana codebase, likely within the `x pack` plugins related to observability or security solutions. Identify where the menu icon is rendered and add a conditional check to hide it when the news list is empty. The component may fetch news data via an API; if the response has no items, the icon should not be displayed.
