Remove "auto" build setting [done]

There are config settings defined in the BUILD.bazel file of the iceoryx2 root directory that can be set via command-line. These settings have a default value "auto" that is essentially setting it to "on". Since the auto setting seems not so intuitive it is better to have a simple on/off switch. Remove the "auto" settings from all build flags in Bazel. An example is the use_std_expected feature flag.

Sync Build Flags with CMake [done]

There are build flags defined in the BUILD.bazel and CMakeLists.txt of the iceoryx2 root directory that are not in sync (e.g. libc_platform feature). The build flags in CMake are up-to-date whereas the ones in Bazel needs to be updated. Make sure to update as well the table for feature flags in iceoryx2/doc/bazel/README.md.

Publish to Bazel Central Registry [done]

Once the steps from above are done we can update iceoryx2 on https://registry.bazel.build/modules/iceoryx2 that removes patches.

Consider replacing rules_rust with rules_rs

rules_rs is an optimized ruleset on top of rules_rust with optimizations for different platforms and toolchains. Another advantage is that it uses the Cargo.lock file directly without splicing. Goal would be to add rules_rs to the MODULE.bazel file and remove rules_rust.
