Look at VB's implementation of SubstitutedMethodSymbol (or equivalent) to see how it overrides GetReturnTypeAttributes. Then implement the same in C#. The issue is in the Roslyn codebase, likely in src/Compilers/CSharp/Portable/Symbols/SubstitutedMethodSymbol.cs. Compare with the VB counterpart to understand the pattern.
