New content: Accessibility statement

Description

I’d like to request a new page for the website – an Accessibility Statement page available at https://www.djangoproject.com/accessibility/.

This feels important to me so we can express our commitment to accessibility, in a format and at a place that people unfamiliar with Django will understand. See for example the diversity statement.

As far as content – here are recommendations from W3C.

For reference, we’re also making progress on accessibility guidelines for contributors. I expect the information on this new statement page will similar, just written for a different audience.

Research direction
Create a Django view and template for the accessibility statement page at /accessibility/. Use the existing diversity statement as a reference (https://www.djangoproject.com/diversity/). Follow the recommendations from W3C for content. Convert the current flatpage implementation to a proper view and templates as outlined in the checklist. Add a link from the footer.
