Summary

As a developer working with Matomo, one of the questions I hear from my client is when goals were created - and by whom (covered by 10736 already).

It would be a handy feature to add this timestamp to the goal table and have this become visible when viewing a goal, with verbiage like "Goal created at date : time" or "Goal data collection started at ..." (whichever is more true).

Investigate the existing goal table structure in the Matomo database. Add a new column 'created at' via a database migration. Update the Goal model and API to include this timestamp. Modify the Goals management page template to display the creation date. Look at issue #10736 for a similar implementation of the 'created by' field.
