dependabot now has grouping fun - which would both limit the dependaflow and probs makes more sense in terms of updating deps
(for ref dependabot updates are mostly for tooling and examples)
one blocker is our current dependatool expects each packageset to be individually configured so we would be limited to grouping to a file/directory essentially - upstream issue is here https://github.com/envoyproxy/toolshed/issues/1375
it will also probably take some time/iterations to figure out good grouping strategies, but there are definitely some low hanging fruit here
