Feature Request / Improvement

We have reached good consensus on the https://github.com/apache/iceberg/pull/12584. Before merging this new Endpoint to the REST Catalog Specification, we want to implement core classes.

This issue depends on https://github.com/apache/iceberg/issues/13580 and targets the implementation of Server Handlers for the new Endpoint /v1/{prefix}/events.

Research-Richtung
Implement the server side handlers for the /v1/{prefix}/events endpoint as specified in PR #12584. This depends on issue #13580 which defines the core classes. The handlers should follow patterns from existing handlers in the Iceberg REST catalog module. Look at files under the 'rest catalog' module for reference.
