Part/PartDesign: General settings page is missing tooltips

Problem description

The Part/PartDesign settings page lacks tooltips for most of its widgets

This could be a good first issue for someone wanting to get started contributing to FreeCAD.

Steps to reproduce

1. Go to Edit > Preferences
2. Navigate to the Part/PartDesign tab on the left
3. Choose the General subtab

Expected behavior

All settings page widgets have an explanatory tooltip, consistent with most of FreeCAD's UI

Actual behavior

Most of the settings page widgets do not have an explanatory tooltip
